The Finance and Corporate Services Committee held a meeting this date commencing at 3:03 p.m.

The Committee considered Community Services Department report CSD-2026-060, dated January 28, 2026, recommending that the list of proposed Neighbourhood Associations, as attached to the report be approved for affiliation for the year 2026 and added to the City's third-party liability insurance program.

  • On motion byCouncillor D. Schnider

    it was resolved:

    "That the list of proposed Neighbourhood Associations, as attached to the Community Services Department report CSD-2026-060, be approved for affiliation for the year 2026 and added to the City’s third-party liability insurance program."

    Carried

The Committee considered Financial Services Department report, FIN-2026-071, dated February 3, 2026, recommending that the second request to adjourn the hearing related to the complaint of development charges at 15 Dellroy Avenue and 1438 Highland Road West be granted.

R. Hagey was in attendance to respond to questions from the Committee.

The Committee was advised that on January 5, 2026, the Committee adjourned hearing of these matters to the meeting this date, however, Staff have received a second adjournment request from the appellants to allow an opportunity for further consideration of the complaints. It was noted Staff are in support of adjourning the hearing until no later than March 9, 2025 but have provided alternative recommendations in Financial Services Department reports FIN-2026-062 and FIN 2026-063 listed as items 5.1.a and 5.1.b on the agenda this date, should the Committee choose not to approve the adjournment.

    it was resolved:

    "That the second request to adjourn the hearing related to the complaint of development charges at 15 Dellroy Avenue and 1438 Highland Road West, until no later than March 9, 2025, as outlined in Financial Services Department report FIN-2026-071, be granted."

The Committee considered Financial Services Department report FIN-2026-063, dated January 28, 2026, recommending that the appeal to hold a hearing pursuant to section 20 of the Development Charges Act with relation to the development taking place at 1438 Highland Road West be dismissed as the complaint was not made within the appropriate timeframe.

    "That the appeal to hold a hearing pursuant to section 20 of the Development Charges Act with relation to the development taking place at 1438 Highland Road West be dismissed as the complaint was not made within the appropriate timeframe, as outlined in Financial Services Department report FIN-2026-063."

The Committee considered Financial Services Department report FIN-2026-062, dated January 28, 2026, recommending that

  • it was resolved:

    "That the appeal to hold a hearing pursuant to section 20 of the Development Charges Act with relation to the development taking place at 15 Dellroy Avenue be dismissed as the complaint was not made within the appropriate timeframe, as outlined in Financial Services Department report FIN-2026-062."

The Committee considered Community and Infrastructure Services Committee report CSD-2026-047, dated January 21, 2026, recommending that Council support entering into a formal agreement with the Waterloo Regional Police Services (WRPS), the City of Waterloo, the City of Cambridge, and the Town of North Dumfries for the provision of dispatch services for Municipal Bylaw Enforcement provided the Cities of Waterloo and Cambridge are participating in the program; and further, that Council authorize the Mayor and Clerk to execute said agreement for the provision of dispatch services; and said agreement to be to the satisfaction of the City Solicitor.

H. Fylactou provided a presentation on this matter and responded to questions from the Committee.

Councillor A. Owodunni left the meeting and re-entered at this time.

Mayor B. Vrbanovic brought forward a motion to approve the Staff recommendation.

Councillor B. Ioannidis brought forward an amendment to Mayor B. Vrbanovic's motion, that staff be directed to issue a letter to the Waterloo Region Police Services and the Waterloo Regional Police Service Board to request collaboration with City of Kitchener Staff on matters affecting city services. The amendment was then voted on and was Carried.

The motion as amended was then voted on and was Carried.

  • On motion byMayor B. Vrbanovic

    it was resolved:
