The Community and Infrastructure Services Committee held an electronic meeting this date commencing at 1:15 p.m.

Councillor M. Johnston moved the following consent items, which were voted on as one motion and were carried

The Committee considered Community Services Department report CSD-2022-119, dated March 7, 2022, recommending approval of the 2022 Tier 2 Community grants.

  • it was resolved:

    "That 2022 community grants (Tier 2) in the amount of $172,215 be approved as outlined in Appendix A attached to Community Services Department report CSD-2022-119; and

    That the following organizations be approved to move to the Tier 1 grant process for the 2023 grant cycle:

      1. Community Coalition on Refugee and Immigrant Concerns
      2. Hohner Avenue Porch Party
      3. Irish Real Life Festival; and further,

    That the outstanding community grants balance of $46,789 be allocated to the three-year pilot of the ‘Racialized and Indigenous Supports for Equity’ (RISE) fund, a grant providing support for community-led organizations, programs, initiatives and events meant to decrease inequities and increase opportunities and well-being for Black, Indigenous and racialized communities in Kitchener."

The Committee considered Community Services Department report CSD-2022-144, dated March 10, 2022, recommending approval of the Neighbourhood Associations, outlined in Appendix ‘A’ as attached to CSD-2022-144, for affiliation under Council Policy MUN-FAC-324 (Affiliation - Neighbourhood Association) for 2022, and the addition of the Associations to the City’s third-party liability insurance program.

  • it was resolved:

    "That the list of proposed Neighbourhood Associations, as attached to the Community Services Department report CSD-2022-144, be approved for affiliation for the year 2022 and added to the City’s third-party liability insurance program."

The Committee considered Community Services Department report CSD-2022-117, dated February 28, 2022, recommending approval of two full-time equivalent roles and one part-time equivalent role for the Huron Community Centre.

  • it was resolved:

    "That two full-time equivalent roles and one part-time equivalent role be approved to operate the new Huron Brigadoon Community Centre, as outlined in Community Services Department report CSD-2022-117."

The Committee considered Development Services Department report DSD-2022-107, dated March 3, 2022, recommending approval of a parking prohibition on the west side of Heiman Street.

  • it was resolved:

    "That on-street parking be prohibited on the west (even-numbered) side of Heiman Street from a point 69 m south of Lorne Avenue to the cul-de-sac, from January 1 to March 31; and further,

    That the Uniform Traffic and Parking Bylaw be amended accordingly."

The Committee considered Development Services Department report DSD-2022-139, dated March 14, 2022, recommending approval of Demolition Control Application DC22/004/S/TS to demolish two single detached dwellings located at 289 and 295 Sheldon Avenue North.

    "That Demolition Control Application DC22/004/S/TS requesting permission to demolish two single detached dwellings located at 289 and 295 Sheldon Avenue North be approved, as outlined in Development Services Department report DSD-2022-139."

The Committee considered Development Services Department report DSD-2022-140, dated March 8, 2022, regarding the proposed naming of a private street 'Oat Lane' by Fusion Homes within the residential development located at Wallaceton Blocks 186 and 187.

  • it was resolved:

    "That the City of Kitchener acknowledge that Fusion Homes intends to name a private street: 'Oat Lane' within a multiple residential development located at Wallaceton Blocks 186 and 187 in Registered Plan of Subdivision 58M-631; and further,

    That the City’s Legal Services division be directed to proceed with the required advertising, preparation, and registration of the necessary By-law for the naming of 'Oat Lane,' as outlined in Development Services Department report DSD-2022-140."

The Committee considered Infrastructure Services Committee report INS-2022-038, dated March 9, 2022, regarding the Drinking Water Quality Management Standard (DWQMS) Management Review Summary for 2021.

  • it was resolved:

    "That the City of Kitchener Drinking Water Quality Management Standard (DWQMS): Management Review Summary for 2021 Report be received for information, as outlined in Infrastructure Services Department report INS-2022-038."

The Committee considered Development Services Department report DSD-2022-105, dated March 2, 2022, recommending approval of seasonal parking restrictions in the Victoria Park neighbourhood. It was noted that the Committee was in receipt of a written submission from L. and G. Brooks.  

A. McCrimmon-Jones presented the background to the report, speaking to the complaints received and issued observed in the area of Victoria Park during peak parking demand that resulted in congestion, road rage, and impacts on the response of emergency vehicles. A. McCrimmon-Jones explained that in October 2021, the Council implemented an interim emergency measure to restrict parking during peak times to mitigate the impacts of emergency vehicles accessing the area. A. McCrimmon-Jones highlighted that 100 notices had been sent to the affected residents and that the City had received comments in support and opposition to the proposed parking restrictions and requests from residents for an approach that considered parking for evening and weekend visitors. A. McCrimmon-Jones noted that the staff recommendation, as amended in collaboration with Councillor D. Chapman, would incorporate the community's feedback and formalize the parking restrictions in the area of Victoria Park neighbourhood. 

In response to questions from the Committee, A. McCrimmon-Jones confirmed the City had received no opposition from businesses operating in the area, and By-law Services had brought no enforcement matters to their attention. B. Cronkite explained that the City used parking programs in the areas around hospitals but that the issue in this circumstance was the volume of parking and stated permits would not be sufficient to address the safety concerns created in the area. B. Cronkite further reported the importance of consistent parking restrictions throughout the area to avoid confusion and potentially shifting the safety concerns elsewhere. Staff further discussed the role of parking volume as a traffic-calming tool, considerations for the opposite side of Victoria Park where the roads had been designed differently, and spoke to measures that might be used to address concerns during the summer months. 

Councillor D. Chapman moved a revision to the staff recommendation contained in Development Services Department report DSD-2022-105 to amend the prohibited times and months to provide greater flexibility for evening and weekend parking for area residents.

    "That parking be prohibited on the north (even-numbered) side of Schneider Avenue from David Street to Victoria Park from 10:00 am - 6:00 pm, June 15 to September 15; and,

    That parking be prohibited on the north (even-numbered) side of Dill Street from David Street to Victoria Park from 10:00 am - 6:00pm, June 15 to September 15; and,

    That parking be prohibited on the east (odd-numbered) side of David Street from Dill Street to Hilda Place from 10:00 am - 6:00 pm, June 15 to September 15; and further,

    That the Traffic and Parking Bylaw be amended accordingly, as outlined in Development Services Department report DSD-2022-105."
