The Community and Infrastructure Services Committee held a meeting this date commencing at 3:32 p.m.

Pursuant to Chapter 25 (Procedure) of the Municipal Code, a motion was brought forward by Councillor C. Michaud to discuss Consent item 3.1 listed on the agenda, which was voted on and was Carried.

The Committee considered Community Services Department report CSD-2023-168, dated April 18, 2023 recommending approval of a noise exemption for the Downtown Special Events listed on "Schedule A" of the Report.

G. MacNeil and R. Scott were in attendance and responded to questions from the Committee. 

In response to questions from the Committee, G. MacNeil noted Staff would make further efforts to notify residents in the downtown area about events that may create noise disturbances. 

Moved by Councillor A. Clancy 

  • it was resolved:

    "That an exemption to Chapter 450 (Noise) of the City of Kitchener Municipal Code be granted for the Downtown Special Events, as contained on 'Schedule A' to Community Services Department report CSD-2023-168."

The Committee considered Community Services Department report CSD-2023-205, dated April 18, 2023 recommending approval of noise exemptions for the Grand River Hospital Foundation Rally for Health being held on May 26, 2023 in the Sun Life parking lot located at 969 King Street West from 4 p.m. to 10 p.m., and for sound checks and rehearsals taking place on May 26, 2023 from 5 p.m. to 8 p.m.

It was noted any recommendation arising from this matter would be considered at Special Council later this date.

  • it was resolved:

    "That an exemption to Chapter 450 (Noise) of the City of Kitchener Municipal Code be granted for the Grand River Hospital Foundation Rally for Health on Saturday May 27, 2023, which will be held in the Sun Life parking lot located at 969 King St W from 4pm – 10pm.

    A further noise exemption will be required to allow for sound checks and rehearsals that will take place the previous evening on May 26, 2023 from 5pm – 8pm, as outlined in Community Services Department report CSD-2023-205."

The Committee considered Development Services Department report DSD-2023-186, dated April 6, 2023 authorizing the General Manager, Development Services Department to execute funding agreements between the City of Kitchener and the Regional Municipality of Waterloo to collaborate on the delivery of the Self Employment Ontario Works program.

Moved by Councillor A. Clancy 

  • it was resolved:

    "That the General Manager, Development Services Department be authorized to execute funding agreements between the City of Kitchener and the Regional Municipality of Waterloo to collaborate on the delivery of the Self Employment Ontario Works program, as outlined in Development Services Department report DSD-2023-186; said agreement to be to the satisfaction of the City Solicitor; and,

    That the General Manager, Development Services Department be authorized to execute on behalf of the City of Kitchener any agreements or documentation pertaining to services and programs provided by the Waterloo Region Small Business Centre provided said agreements or documentation is to the satisfaction of the City Solicitor; and further,

    That the Executive Director, Economic Development, be delegated authority to execute participant agreements for the Self Employment Ontario Works program to the satisfaction of the City Solicitor."

The Committee considered Infrastructure Services Department report INS-2023-199, dated April 14, 2023 recommending endorsement of the Kitchener Utilities Clean Energy Transition project phases and approach.

K. Daley provided an overview of the project and responded to questions from the Committee.

Mayor B. Vrbanovic entered the meeting at this time.

Councillor A. Owodunni left the meeting at this time and re-entered.

  • it was resolved:

    "That the project phases and approach for the Kitchener Utilities Clean Energy Transition be endorsed, as outlined in Infrastructure Services Department report INS-2023-199."
