The Community and Infrastructure Services Committee held a meeting this date commencing at 2:01 p.m.

The Committee considered Financial Services Department report FIN-2023-032, dated January 6, 2023 recommending the uncollectable Miscellaneous Receivable Accounts amounting to $8,781 be written off against the Allowance for Doubtful Receivables.

On motion by Mayor B. Vrbanovic

  • it was resolved:

    "That uncollectable Miscellaneous Receivable Accounts amounting to $8,781 be written off against the Allowance for Doubtful Receivables, as outlined in Financial Services Department report FIN-2023-032."

    Carried

The Committee considered Financial Services Department report FIN-2023-033, dated January 6, 2023 recommending the uncollectable utility accounts amounting to $80,371 be written off against the Allowance for Doubtful Utility Receivables.

On motion by Mayor B. Vrbanovic

  • it was resolved:

    "That uncollectable utility accounts amounting to $80,371 be written off against the allowance for doubtful utility receivables, as outlined in Financial Services Department report FIN-2023-033."

The Committee considered Infrastructure Services Department report INS-2023-012, dated January 18, 2023 regarding the Drinking Water Quality Management Standard (DWQMS) Re-endorsement of the Operational Plan. A. Mick was in attendance and provided a presentation on Discussion Items 5.1, 5.2 and 5.3 and responded to questions from the Committee. 

On motion by Councillor B. Ioannidis

  • it was resolved:

    "That the Drinking Water Quality Management Standards (DWQMS) Operational Plan attached to Infrastructure Services Department report INS-2023-012 be re-endorsed in accordance with the Safe Drinking Water Act, 2002 and Regulation 188/07."

The Committee considered Infrastructure Services Department report INS-2023-011, dated February 2, 2023 regarding the Drinking Water Quality Management Standard (DWQMS): Management Review Summary for 2022. 

On motion by Councillor A. Owodunni

  • it was resolved:

    "That the City of Kitchener Drinking Water Quality Management Standard (DWQMS): Management Review Summary for 2022 Report be received for information, as outlined in Infrastructure Services Department report INS-2023-011."

The Committee considered Infrastructure Services Department report INS-2023-010, dated January 19, 2023 regarding receipt of the 2022 City of Kitchener Summary Drinking Water report.

On motion by Councillor C. Michaud

  • it was resolved:

    "That the 2022 City of Kitchener Summary Drinking Water Report be received for information as required by O.Reg. 170/03 Schedule 22 of the Safe Drinking Water Act; and,

    Further that the City of Kitchener provide a copy of the Summary Drinking Water Report to the Township of Woolwich and the City of Waterloo as required by Schedule 22 of O.Reg. 170/03, as outlined in Infrastructure Services Department report INS-2023-010."

Pursuant to Chapter 25 (Procedure) of the Municipal Code, a motion was brought forward by Councillor A. Clancy to discuss Information item 6.1 listed on the agenda, which was voted on and was Carried.

The Committee considered Development Services Department report DSD-2023-071, dated February 22, 2023 regarding an update to the inclusionary zoning for affordable housing.

Councillor S. Davey entered the meeting at this time.

G. Stevenson, T. Donegani and N. Goss were in attendance and responded to questions from the Committee.

Councillor M. Johnston exited the meeting at this time. Councillor D. Schnider assumed Chair.

Councillor M. Johnston re-entered the meeting at this time.

On motion, this meeting adjourned at 2:56 p.m.
