The Committee considered Development Services Department report DSD-2023-154, dated March 28, 2023 recommending Notice of Intention to designate 181 Frederick Street as being of cultural value or interest, under Part IV of the Ontario Heritage Act.
Counsellor C. Michaud entered the meeting at this time.
D. Choudhry provided a brief overview of the Staff report, noting heritage designation of the property was made a condition of the site plan application. G. Stevenson was also in attendance to respond to questions from the Committee.
D. Choudhry was in contact with the property owner, and while they are not in attendance this date, they have expressed support with designating the subject property.
In response to questions from the Committee, D. Choudhry stated if the Notice of Intention to Designate is approved by the Committee and Council, and the corresponding designating by-law has passed, a plaque will be installed at the property site to recognize the heritage property designation. D. Choudhry noted no additional plaque is required as a condition of the site plan at this time.
In response to further questions, D. Choudhry noted a site plan was submitted in 2019, related to construction of a 10-story condominium adjacent to 181 Frederick Street. As a requirement of this site plan application, a Heritage Impact Assessment (HIA) was requested, confirming the property's design, historical and contextual value. Staff recommended based on the results of the HIA, the property should be designated under Part IV of the Ontario Heritage Act.
D. Choudhry also verified in response to questions from the Committee that the exterior heritage attributes of the property will be preserved, and it will continue to function as an office.
It was noted any recommendation arising from this matter would be considered at Council on May 8, 2023
