The Committee considered Development Services Department report DSD-2025-324, dated June 30, 2025, recommending that pursuant to Section 42 of the Ontario Heritage Act Permit Application HPA-2025-V-015 to permit the demolition of the single-detached building located on the property municipally addressed as 11 Roy Street be refused; and further that pursuant to Section 42 of the Ontario Heritage Act, Heritage Permit Application HPA-2025-V-016 to permit the demolition of the single-detached building located on the property municipally addressed as 68 Queen Street North be refused.
J. Vieira, Heritage Planner, provided an overview of the report. S. Bassanese, Manager, Site Plan and G. Stevenson, Director of Development and Housing Approvals, were also in attendance to respond to questions from the Committee.
D. Currie, MHBC Planning, S. Burroughs and B. Fewster were in attendance in support of the application, and to respond to questions from the Committee.
In response to questions from the Committee, B. Fewster confirmed that the properties are proposed for demolition to facilitate the construction of affordable housing for adults living with disabilities. B. Fewster further advised that it would not be feasible to retain the heritage features or the front façade due to financial constraints.
J. Hight was in attendance in opposition to the staff recommendation, stating that demolition of the two single-detached buildings would provide the property owners with the opportunity to construct accessible and affordable units.
D. Kuel was in attendance in support of the staff recommendation, stating that permitting the demolition would result in the irrevocable loss of designated heritage properties and would not be consistent with provincial or municipal legislative frameworks.
It was noted the recommendation arising from this matter would be forwarded for Council's consideration on August 25, 2025.
