The Heritage Kitchener Committee held a meeting this date commencing at 3:00 p.m.

    "That an in-camera meeting be held immediately prior to the public meeting of the Heritage Kitchener Committee this date for members of the Heritage Kitchener Committee to receive education and training as authorized by Section 239 (3.1) of the Municipal Act, 2001."

    "That Jean Haalboom be appointed Chair of the Heritage Kitchener Committee for a term to expire November 14, 2024."

The Committee considered Development Services Department report DSD-2023-002, dated November 22, 2022 regarding a Heritage Impact Assessment (HIA) for the properties municipally addressed as 58-60 Lancaster Street East and 115 Lancaster Street East located within the Civic Centre Neighbourhood Heritage Conservation District (CCNHCD) and is designated under Part IV of the Ontario Heritage Act.

D. Choudhry, Heritage Planner, provided an overview of the Heritage Impact Assessment, noting the redevelopment of the existing building includes multiple alterations and a two-and-a-half storey addition located at the rear. D. Choudhry and G. Stevenson, Interim Director of Planning were in attendance to respond to questions from the Committee. 

M. Benjamins and M. Muller, John MacDonald Architect provided an overview and were in attendance to respond to questions from the Committee. 

In response to questions from the Committee, M. Benjamins stated there are existing tenants in the building. M. Benjamins noted options regarding compensating portions of rent or allowing existing residents to return once the development is complete are being considered.

M. Muller and M. Benjamins noted meetings with City Staff have occurred regarding barrier free accessibility, potential planning concerns, and waste management.

The Committee noted concerns and sought clarification regarding the functionality and architectural design of the windows, and its impact on the heritage value and character of the property.

The Committee considered Development Services Department report DSD-2023-016, dated December 9, 2022 recommending approval of Heritage Permit Application (HPA) HPA-2022-V-030 to permit the replacement of the existing asphalt shingle roof with a metal roof at the property municipally addressed as 93 Lancaster Street East located within the Civic Centre Neighbourhood Heritage Conservation District (CCNHCD) and is designated under Part V of the Ontario Heritage Act.

J. Vieira, Heritage Planner,  presented an overview of the proposed development, stating the work outlined is required  for long term maintenance and function of the home and will not negatively impact the cultural heritage value or interest of the property. J, Vieira and G. Stevenson were in attendance to respond to questions from the Committee.

J. Gingerich was in attendance to respond to questions from the Committee. 

In response to questions from the Committee, J. Gingerich confirmed that the metal roof proposed for the property would be built on top of the existing shingle roof. 

In response to questions from the Committee, Staff clarified there are no guidelines in the Civic Centre plan that indicate metal roofs are inappropriate for the area.

On motion by D. Vongphakdy

  • it was resolved:

    "That pursuant to Section 42 of the Ontario Heritage Act, Heritage Permit Application HPA-2022-V-030 be approved, as outlined in Development Services Department report DSD-2023-016, to permit the replacement of the existing asphalt shingle roof with a metal roof at the property municipally addressed as 93 Lancaster Street East, in accordance with the supplementary information submitted with the application."

    Carried unanimously

The Committee considered Development Services Department report DSD-2023-017, dated December 13, 2022 recommending approval of Heritage Permit Application (HPA) HPA-2022-V-033 to permit the demolition and reconstruction of a front sunroom at the property municipally addressed as 1246 Doon Village Road located within the Upper Doon Heritage Conservation District (UDHCD) and is designated under Part V of the Ontario Heritage Act, subject to one condition.

J. Vieira, Heritage Planner,  presented an overview of the application, noting the proposal aims to demolish and reconstruct the existing sunroom on the front façade of the property. J. Vieira and G. Stevenson were in attendance to respond to questions from the Committee.

G. Sedra provided an overview of the application, and was available to respond to questions from the Committee.

In response to questions from the Committee, G. Sedra stated the current deterioration of the porch was likely caused by weather conditions overtime. 

  • On motion byCouncillor C. Michaud

    it was resolved:

    "That pursuant to Section 42 of the Ontario Heritage Act, Heritage Permit Application HPA-2022-V-032 be approved, as outlined in Development Services Department report DSD-2023-017, to permit the demolition and reconstruction of a front sunroom at the property municipally addressed as 1246 Doon Village Road, in accordance with the supplementary information submitted with the application and subject to the following conditions:

      1. That final building permit drawings be reviewed and heritage clearance provided by Heritage Planning staff prior to the issuance of a building permit."

         

    Carried unanimously

The Chair invited the Heritage Kitchener Sub-committees' remaining members from the previous term to provide updates on their previous meetings and efforts.

G. Stevenson, Interim Director of Planning stated staff recommend a focus on reviewing properties that are currently listed on their inventory for designation due to Bill 23 and the recent changes to the Heritage Act.

Decolonizing the Heritage Process

The Committee heard information from the previous Decolonizing the Heritage Process Sub-committee members.

Designation and the Municipal Heritage Register

Members: P. Ciuciura, D. Vongphakdy, S. Eckel-Braun, Councillor Chapman

The Committee next heard information from the Designation and the Municipal Heritage Register Sub-committee. P. Ciuciura provided details regarding the Sub-committees previous work.

The Effects of Heritage Designation on Affordability

Members: Vacant

No additional information was provided regarding The Effects of Heritage Designation on Affordability Sub-committee.

Promoting Cultural Heritage

Members: J. Haalboom, I. Bodendorfer, Councillor Michaud

The Committee heard information from the previous members of the Promoting Cultural Heritage Sub-committee regarding their previous work. J. Haalboom noted the significant role of promotion with regards to the recent changes to the Heritage Act.
