The Heritage Kitchener Committee held a meeting this date commencing at 4:00 p.m.

The Committee considered Development Services Department report, DSD-2025-185, dated April 11, 2025, regarding receipt of the interim draft Heritage Impact Assessment (HIA), for the East Side Lands Trunk Sewer (ESLTS).

M. Drake, Senior Heritage Planner provided an overview of the report. S. Bassanese, Manager, Site Plan and G. Stevenson, Director of Development and Housing Approvals were also in attendance to respond to questions from the Committee. 

L. Wickett and S. Galaria were in attendance in support of the Heritage Impact Assessment.

It was noted Staff are seeking feedback related to the Draft Phase I Heritage Impact Assessment for the Interim Draft Heritage Impact Assessment for East Side Lands Trunk Sewer. 

In response to questions from the Committee, Ms. L. Wickett advised that the Waterloo Pioneer Memorial Tower (300 Lookout Lane) is situated over 50 metres from the proposed bridge, while the Samuel Betzner Farmstead (300 Joseph Schoerg Crescent) and the Joseph Schoerg Farmstead (330 Joseph Schoerg Crescent) are located several hundred metres away. L. Wickett indicated that, based on these distances, no construction-related concerns have been identified. Nevertheless, she recommended conducting a full vibration assessment to ensure the protection of these heritage resources.

The Committee considered Development Services Department report DSD-2025-173, dated April 11, 2025, recommending approval of Heritage Permit Application HPA-2025-IV-010, to permit the demolition of three additions while retaining, in full, the 1913 building, in accordance with the supplementary information submitted with this application, subject to conditions, at the property municipally addressed as 60 Victoria Street North. 

J. Vieira, Heritage Planner, provided an overview of the report. S. Bassanese, Manager, Site Plan and G. Stevenson, Director of Development and Housing Approvals were also in attendance to respond to questions from the Committee. 

C. De Wys, S. Rossi,  K. Ruhland, and P. Slater were in attendance in support of the Heritage Permit Application.

It was noted the recommendation arising from this matter would be forwarded for Council's consideration on May 26, 2025.

  • it was resolved:

    "That pursuant to Sections 33 and 34 of the Ontario Heritage Act, Heritage Permit Application HPA-2025-IV-010 for the property municipally addressed as 60 Victoria Street North be approved, as outlined in Development Services Department report, DSD-2025-173, to permit the demolition of three additions while retaining in full the 1913 building, in accordance with the supplementary information submitted with this application and subject to the following conditions:

      1. That the final Cultural Heritage Conservation Plan be submitted and approved by the Director of Development and Housing Approvals prior to the issuance of a heritage permit;
      2. That the final Structural Condition Assessment Report be submitted and approved by the Director of Development and Housing Approvals in consultation with the City’s Chief Building Official prior to the issuance of a heritage permit;
      3. That the Final Risk Management Plan be submitted and approved by the Director of Development and Housing Approvals prior to the issuance of a heritage permit;
      4. That the final Temporary Protection Plan, including Demolition and Stabilization Plan, be submitted and approved by the Director of Development and Housing Approvals in consultation with the City’s Chief Building Official prior to the issuance of a heritage permit;
      5. That the retained Heritage Consultant inspect and certify that the measures outlined in the approved Conservation Plan, Risk Management Plan, and Temporary Protection Plan have been undertaken prior to and after demolition in accordance with good conservation practice and to the satisfaction of the Direction of Planning;
      6. That the final demolition permit be reviewed, and heritage clearance provided by Heritage Planning staff prior to the issuance of a demolition permit; and
      7. Should the Owner suspect or become aware of any structural damage to the retained portion of 60 Victoria Street North during the demolition, the Owner agrees to stop work in the vicinity and notify the Consulting Engineer, the Heritage Consultant, and the City’s Heritage Planner so that corrective action can be taken to the satisfaction of the City’s Heritage Planner."

The Committee considered Development Services Department report DSD-2025-192, dated April 14, 2025, recommending approval of Heritage Permit Application HPA-2025-IV-005, to permit the repair and/or replacement of the exterior limestone steps at The Registry Theatre on the property municipally addressed as 122 Frederick Street, in accordance with the supplementary information submitted with the application subject to one condition. 

M. Drake, Senior Heritage Planner, provided an overview of the report. A. Kitt, Supervisor, Venue Operations, S. Bassanese, Manager, Site Plan and G. Stevenson, Director of Development and Housing Approvals were also in attendance to respond to questions from the Committee. 

In response to questions from the Committee, M. Drake advised that the original source of limestone for the exterior steps is no longer available. However, a substitute limestone with similar striations, fossil impressions, and colour has been identified to maintain the visual integrity of the heritage feature.

It was noted the recommendation arising from this matter would be forwarded for Council's consideration on May 26, 2025.

    "That pursuant to Section 33 of the Ontario Heritage Act, Heritage Permit Application HPA-2025-IV-005 be approved, as outlined in Development Services Department report DSD-2025-192, to permit the repair and/or replacement of the exterior limestone steps at The Registry Theatre on the property municipally addressed as 122 Frederick Street, in accordance with the supplementary information submitted with the application, subject to the following condition:

      1. That prior to commencing work on site, the following be reviewed and approved by Heritage Planning staff:
          1. the scope of work;
          2. the methods and materials, including sample replacement stone; and,
          3. a test panel showing replacement stone and new mortar."

      1. That prior to commencing work on site, the following be reviewed and approved by Heritage Planning staff:
        1. the scope of work;
        2. the methods and materials; and,
        3. a test panel showing repaired marble."

The Committee considered Development Services Department report DSD-2025-191, dated April 14, 2025, recommending approval of Heritage Permit Application HPA-2025-V-004, to permit alterations to two (2) sanctuary windows at St. Matthews Lutheran Church on the property municipally addressed as 54 Benton Street, in accordance with the supplementary information submitted with the applicationThe subject property is located on the southwest corner of Benton Street and Charles Street East. The property is designated under Part V of the Ontario Heritage Act due to its location within the Victoria Park Area Heritage Conservation District (VPAHCD) and is identified as having very high cultural heritage value or interest.

M. Drake, Senior Heritage Planner, provided an overview of the report. S. Bassanese, Manager, Site Plan and G. Stevenson, Director of Development and Housing Approvals were also in attendance to respond to questions from the Committee. 

In response to questions from the Committee, M. Drake confirmed sections of caps and trim will be molded in plaster and recreated with fiberglass and resin to recreate the existing portfolio. M. Drake noted fiberglass has previously been recommended by the Committee as an alternate to recreate wood aspects that are difficult and costly to replicate. 

It was noted the recommendation arising from this matter would be processed under Delegated Approval Authority as it received unanimous consent from the Committee.

    "That pursuant to Section 42 of the Ontario Heritage Act, Heritage Permit Application HPA-2025-V-004 be approved, as outlined in Development Services Department report DSD-2025-191, to permit alterations to two (2) sanctuary windows on the property municipally addressed as 54 Benton Street, in accordance with the supplementary information submitted with the application."

The Committee considered Development Services Department report, DSD-2025-172, dated April 7, 2025, recommending approval of Heritage Permit Application HPA-2025-V-007, to permit replacement of windows and repainting of exterior elements on the property municipally addressed as 279 Queen Street South, in accordance with the supplementary information submitted with the applicationThe subject property is located on the east side of Queen Street South, between the intersections of Courtland Avenue East to the north and St George Street to the south. The property is designated under Part V of the Ontario Heritage Act located within the boundaries of the Victoria Park Area Heritage Conservation District (VPAHCD) and is identified as being a 'Group A' building having very high cultural heritage value or interest.

M. Drake, Senior Heritage Planner, provided an overview of the report. S. Bassanese, Manager, Site Plan and G. Stevenson, Director of Development and Housing Approvals were also in attendance to respond to questions from the Committee. 

It was noted the recommendation arising from this matter would be forwarded for Council's consideration on May 26, 2025

    "That pursuant to Section 42 of the Ontario Heritage Act, Heritage Permit Application HPA-2025-V-007 on the property municipally addressed as 279 Queen Street South, be approved in accordance with the supplementary information submitted with the application, as outlined in Development Services Department report, DSD-2025-172, to permit:

      1. The replacement of the glass panes within the second-floor front window;
      2. The replacement of a non-original window on the ground floor south façade with a replica of the original window in aluminum-clad wood; and
      3. Repainting of exterior elements, including brick, planter wall with wood boards, soffits and fascia, columns, and window frames."

The Committee considered Development Services Department report DSD-2025-189, dated April 11, 2025, recommending approval of Heritage Permit Application HPA-2025-V-009, to permit demolition of the existing sitting room and covered deck and the construction of a rear yard addition and deck on the property municipally addressed as 1404 Doon Village Road, in accordance with the supplementary information submitted with the application, subject to the conditions. The subject property is located on the north side of Doon Village Road between Doon South Drive and the eastern terminus of Doon Village Road. The property is designated under Part V of the Ontario Heritage Act due to its location within the Upper Doon Heritage Conservation District (UDHCD) and is identified as a non-historic property in the UDHCD Plan.

M. Drake, Senior Heritage Planner, provided an overview of the report. S. Bassanese, Manager, Site Plan and G. Stevenson, Director of Development and Housing Approvals were also in attendance to respond to questions from the Committee. 

R. D'Alessandro, NEO Architecture Inc., was in attendance in support of the Heritage Permit Application.

  • it was resolved:

    "That pursuant to Section 42 of the Ontario Heritage Act, Heritage Permit Application HPA-2025-V-009 be approved, as outlined in Development Services Department report, DSD-2025-189, to permit demolition of the existing sitting room and covered deck and the construction of a rear yard addition and deck on the property municipally addressed as 1404 Doon Village Road, in accordance with the supplementary information submitted with the application, subject to the following conditions:

      1. That samples of the building materials and colours be submitted for review and approval by Heritage Planning staff prior to issuance of a building permit; and further,
      2. That the final building permit drawings be reviewed and approved by Heritage Planning staff prior to issuance of a building permit."

The Committee considered Development Services Department report, DSD-2025-183, dated April 10, 2025, regarding a representative and back-up representative be identified to participate in the jury panel for the Mike and Pat Wagner Heritage Award category as part of Kitchener's Great Places Awards 2025 program.

D. Choudhry, Heritage Planner provided an overview of the report, noting staff are seeking direction from the Committee to identify a committee member (including a back-up) to participate in the jury panel to select the winning project(s) for the Mike and Pat Wagner Heritage Award category as part of the 2025 Kitchener’s Great Places Awards program.

The Committee discussed the roles and responsibilities of the selected jury panel member.
